A design and build tender submission for a budget terminal at Changi, Singapore. Although the authorities brief called for a single-storey terminal, our proposed design of a part two-storey design allowed less use of land to be utilised, whilst reducing passenger travel distances by one-third to half. The cost of vertical transportation as well as escalators was demonstrated to cost only marginally more, when compared to having less roof area, services run as well as less number of piles. In addition, the cost in saving of land utilised is immeasurable.
